Doing a -rc is a good idea.  But I'm not quite there yet.  Fred found
and fixed some stuff, and has not given an "all clear" yet.

The rpm problems show that the packaging is not being tested.  So I want
to test making .deb files before making a -rc.  One less excuse for
distros to ship old gpsd versions.

Now is the time for packagers to test git head.
