What does ncurses need?

Checking for C header file curses.h... yes
Checking pkg-config for ncurses... no
Turning off ncurses support, library not found.

Package ncurses-devel-6.2-3.20200222.fc33.armv7hl is already installed.

I expect that package installs everything needed to write code.

This is Fedora on a Raspberry Pi.  libncurses and libtinfo look OK.
