✘gpsrinex now has long options

Yo All!

gpsrinex has been updated with new long options.  getopt_long() was
easy to use and is supported by all common gpsd platforms.  Platforms
without getopt_long() will fall back to getopt() and not have access to
the long options.  This is fixable, if anyone cares...

The gpsrinex man page updated to match.

ANyone that does understand the new options does not need them.

Here is an excerpt from the usage():

Mandatory arguments to long options are mandatory for short options too.
     -D, --debug debuglevel     Set debug level, default 0
     -f, --fileout  filename    out to filename
                                default: gpsrinexYYYYDDDDHHMM.obs
     -h, --help                 print this usage and exit
     -i, --interval interval    time between samples, default: 30
     -n, --count count          number samples to collect
                                default: 20
     -V, --version              print version and exit

These strings get placed in the generated RINEX 3 obs file
     --agency [agency]          agency
     --ant_e [easting]          antenna easting in meters
     --ant_h [height]           antenna height in meters
     --ant_n [northing]         antenna northing in meters
     --ant_num [num]            antenna number
     --ant_type [type]          antenna type
     --marker_name [name]       marker name
     --marker_type [type]       marker type
     --observer [observer]      observer
     --rec_num [num]            receiver number
     --rec_type [type]          receiver type
     --rec_vers [vers]          receiver vers
