✘xgps* always installed

Yo All!

By popular demand, the xgps* python programs are installed, by default,
even if the runtime dependencies are missing.  The files are small.  But
the xgps* checks will still be skipped.

xgps* will now fail at runtime if the dependencies are missing.

This will make it easier for packagers to build gpsd without installing
a log of GTK stuff.  But they can't check it without the deps.

As before scons xgps=false will also force xgps* checks off.
