If I understand this correctly then it makes sense to try another round of 
database upgrade v18-->v19. In any case please supply log for upgrade and 
client log.

To do so go to windows start menu --> GNUmed --> database --> upgrade
to find the log go to Windows start menu --> GNUmed --> database --> upgrade 
log (click to open or right-click to open with e.g. wordpad)

Have you been able to connect to your v18 (!) database in PG 9.3 (!) with 
client 1.3.8 ?

If yes then you are on PG 9.3 with your old client and you could upgrade to 
v19. If you are still on PG 8.4 then we need to tackle PG 8.4 --> PG 9.3 
conversion first.
