If the content are the same:
- the end result will be identical whether done nothing
or old deleted and newly inserted
- technically it may be either or and/or a combination
of both, depending on whether the data is in use

That's up to the data pack. Typically one would expect new
records to become added, updated ones to be updated,
deprecated ones to become deleted if possible.
