I think an adjustment (per screenshot) would be clearer, because it would 
remain contextually correct no matter what selection the user might or might 
not make from the grid, either independently of (or as a modification of)

        "My unsigned"
        "All unsigned"

and I would just tweak the Actions button in two respects:

1) make its leading letter lower case (because it inherits from i.e. follows 
from) "Act on selected measurements …"
2) change "Act on selected results" to  "Actions available:"

But if this is not well received then the whole thing can actually be much more 
simply managed with the following… two keypresses and the entire selection / 
action is achieved:

get rid of Select and put it all in the Actions button:

        Actions …

                Actions available …

                Review and sign selection
                Review and sign all unsigned
                Review and sign my unsigned
                Plot selection
                Export selection to clipboard
                Export selection to file
                Delete selection
