Dear Carlos,
you seem to be running a Python 3 which is not currently
available in Debian.
This bears the risk that the python3-psycopg2 you have got
installed has been compiled against a different Python which
may lead to problems.
Please retry after upgrading your python to 3.7 or 3.8
