I tested this, then added it to the CVS as ascii_undo_3_7.1.

I don't work with Windows so maybe someone else can answer this better. 

There are two ways to make patches, using diff and cvs. CVS is a very
convenient way. It works either over the internet or without. That is you can
make patches against the CVS repository at savannah.gnu.org over the internet,
or you can have your own cvs repository. Links to running CVS under Windows
can be found at http://ccvs.cvshome.org/fom//cache/128.html.

For an environment Cygwin gives you a lot of support for development.
But I don't think you have to have it to make patches under Windows.
