Fix a problem with READ PREVIOUS
(Thanks to user for reporting and thanks to
 Hans-Martin Rasch for fixing; the king of IS :-) )

Fix a problem whereby a READ INTO at the
AT END/INVALID KEY condition was still
incorrectly moving record contents.

Implement LOCALE in SPECIAL-NAMES -
Only as literal eg. "address@hidden"

Implement FUNCTION's LOCALE-DATE
LOCALE-TIME.
This will only currently works with systems
that provide nl_langinfo support.
(Note, Cygwin is broken here, it purports to
 do this but does not)
