CVS Updated.
Relax the OC test check on STANDARD-DEVIATION.
This goes through recursive FP operations and, having
checked results with other compilers, allow a larger deviation.
(The deviation is first apparent at the 15th decimal place)

Fix the OC Binary tests.
Much to my shame, Keisuke had pointed out/committed
something like this earlier this year.
Now corrected.
