    A XML file for example.  Or say that section A must come before
    section B, and the listing of /etc/*/etc/foo.conf gives section B
    before section A of the config file.  In short, configuration files
    where the order of sections matter cannot be concatendated directly.

Some files may need to combine the parts in a more sophisticated way
that concatenating them in any randomly chosen order.
Can't we do whatever is needed to combine the parts correctly?

One idea is that the way to combine a file from its parts
would be extensible in Scheme.
