copyright law. For the GPL to apply, it must first
be demonstrated that the action in question is
otherwise prohibited by copyright law.

When the firmware download link points to an
"actiontec gateway", there is a plausible argument
that the owner of the site which holds the link is
not the party responsible for GPL compliance. Rather,
it is the owner of the site which supplies the copy
when the link is activated.

The rights holders to the software involved were
satisfied with the resolution. The only reason you
wish to claim that the result is not satisfactory
is because you wish to believe that Verizon is
willfully violating the GPL.
