The only thing the GPL requires is compliance with its license.
If you copy and distribute GPLed code, you must make the sources
available. If you don't, and are found out, the copyright holders
can sue you to get you to comply and possibly pay damages. If you
aren't found out, then you get away with it, just like other forms
of theft.
The FSF does not consider it to be "stealing" when people use GPLed
code, or modify it for their own use without distributing it (even
when "people" is a company).
