Right here <https://sourceforge.net/projects/lmfit/> it says "License:
Public Domain".
I suggest that you write to the author, ask him for clarification, and
suggest that he put a license statement in each file. He may think that
all is clear because he translated it from a (purportedly) public-domain
FORTRAN implementation. Sadly, it isn't.
