Just offhand, I remember some pretty nice stuff about garbage collection
from the late Seventies (but was it an international journal or an
internal memo? I don't have it here now), and also something about logic
programming, if I recall correctly with Sussman.
I don't think there's anything political in this.

Yes. I don't see why only international journals should count; even in a
literature survey, if it's relevant then just cite it.
I tend to do something like this:
