It doesn't answer the "problem". The "problem" is nonexistent.

But I'm just curious what makes you think that contractual restriction 
of noncommercial use only (i.e. that it shall not be used for financial 
gain or revenue generation) has anything to do with the "problem" of 
linking. Care to elaborate?
