If I burn a CDROM containing GPL code (i.e. make a copy) and mail
that CDROM (i.e. distribute a copy) then I am the distributer so
I am bound by the GPL. Whoever gets the CDROM at the other end isn't
bound by anything.
In Australia the receiver has to be able to show who distributed
it to them (where they bought it, etc).
