It's not true. A dump is not a derivative. It's an aggregation/
compilation. The distinction is largely academic in the case of "non-
free" proprietary stuff (except that there's no exclusive privilege 
to "aggregate") but it makes quite a difference when you authorize 
infinite copying by everybody like the GPL does. Trying to put a 
barrier on distribution of a certain class of compilations that you 
don't like won't fly in court. First sale, public policy, etc.
