All map* files in the font-util package are non-free. Most are under the 
following license:

#       Copyright (c) 1991-1999 Unicode, Inc.  All Rights reserved.

#       This file is provided as-is by Unicode, Inc. (The Unicode Consortium).
#       No claims are made as to fitness for any particular purpose.  No
#       warranties of any kind are expressed or implied.  The recipient

#       file has been provided on optical media by Unicode, Inc., the sole
#       remedy for any claim will be exchange of defective media within 90
#       days of receipt.

#       Unicode, Inc. hereby grants the right to freely use the information

The license doesn't allow use of the "information supplied in this file" in 
products not conforming
to the Unicode Standard and doesn't explicitly allow modification.

The file map-JISX0201.1976-0 is under the following license:

#       Copyright (c) 1991-1994 Unicode, Inc.  All Rights reserved.
#
#       This file is provided as-is by Unicode, Inc. (The Unicode Consortium).
#       No claims are made as to fitness for any particular purpose.  No
#       warranties of any kind are expressed or implied.  The recipient
#       agrees to determine applicability of information provided.  If this
#       file has been provided on magnetic media by Unicode, Inc., the sole
#       remedy for any claim will be exchange of defective media within 90
#       days of receipt.

The license of map-JISX0201.1976-0 doesn't even allow redistribution to "third 
parties or other
organizations whether for profit or not". Since all the other files are under a 
different license
and the second license is not in the COPYING file it's possible that the 
license was meant to be
changed but even if that's true the other license is also non-free.

I don't know how important the map* files are to the program but I don't think 
the program requires
the files to function.
