Without. The test files I added bring 146 (I think) new tests -- most of
them in TestOfDES and TestOfCFB. I'm not sure if these tests are
overkill, since they are following what standards documents I could
find. Plus any more tests in Factory mehtods &c. 608 looks about right.

Trying `make check' with the JCE classes included I get `0 of 2668 tests
failed' :)
