It would be useful if a library revision is created from a cached
revision if one exists. Right now, if there is a base-0 present and
you want patch-4000, it will take forever. The solution is to remove
all the previous revisions but with this addition, it means that you
would need to remove all the revisions in the library if getting the
cached one is faster.
