It depends on what your .arch-params/signing/<archive>-MIRROR says.
If it says "gpg --clearsign" or some similar command, tla creates new
signatures for the archive -- which requires your password. But if it
contains name of the archive, signatures are copied over from the
master. Since tla does not (or does it??) have
.arch-params/signing/default-MIRROR, you have to set it up for each
mirror.
