autoconf .{in,ac} will use dnl (# will pass that tagline through to
the generated file, yuck).

Imakefiles use XCOMM, but I think that's OK (the # comment that
contains the tagline is not passed through to generated file, but
XCOMM lines are).  automake .am will use # and pass it on through,
IIRC.
