[Gnu-arch-users] [BUG] tag works too hard

Tag has to scan lots of log messages to compute the set of
log messages present in the tagged tree.    For some modes of use
(e.g., what the Wine project is doing), this is too slow.

This can be fixed by adding to archives a summary of patch-log
contents in particular revisions -- similar to the way cacherev works.
