Merry christmas! 

I was thinking about mirrors this morning. 

As things currently stand, archive-mirror takes a while to run, even if
the mirror is already up to date.

Why not add a =meta-info/last_changed file to archives? The purpose of
this file is to hold the date that the archive was last modified.
Archive-mirror could check this file for changes before it goes through
the effort to find what has changed. 

My bias for discussing this request is that I do more than 100
archive-mirror requests an hour. Most of the time, any given archive is not
modified.

With this change, I could run update-mirror much more frequently --
particularly if I write a script that just grabs the proposed last_changed
file and only calls tla archive-mirror if it detects a change in the file.

I could run mirror updates every 5 minutes instead of every 20 minutes,
and still have less impact on both my connection and the sites that I'm
mirroring.
