Labor and hardware (is there a difference?) is cheap, many programmers
have a slave mentality and shortage of professional
pride/sense-of-responsibility, and customers evaluate quality by
reputation rather than on first principles. Oh, and: nowadays I think
there's an ego competition about who kills CVS and BK among free
software projects -- and that's really slowing things down quite a
bit.
