Actually the workaround I ended up using was this:
m4_if(dnl Do not change this comment
arch-tag: eefa22be-824c-4355-a0e0-7973d58f9fd1
)dnl
That's for autoconf; real m4 files would use `ifelse' instead of `m4_if'.
