locking in smsd

Hello. I have noted that when smsd is started it is leaving
/var/lock/LCK..ttyUSB0 lock indefinitely. This prevents me from
calling gnokii to do some other things while smsd is running.
Is this normal for smsd to leave the lock? What would be the best way
to be able to run other commands and yet don't interfere with the
running smsd ?
