There are situations when more than one PR is filed against the same problem. 
The problem may be large in scope and the different PRs are warranted.  However 
these common PRs should be delivered together or else the entire problem is not 
fixed. By linking PRs this problem may be overcome, allowing developers to 
monitor the PR group state.  

Currently there are two types of links that should be considered.  One is a 
peer-to-peer link and the other a Master to slave relationship.  

Peer-to-peer would join PRs and move the state simultaneously through the 
development cycle.

Master-to-slave allows for state changes to occur at different times with the 
final closing state dependent on the slave states for the Master PR.
