Follow-up Comment #5, bug #50434 (project gnash):

@nachanon, Scrubbed feels like the wrong description of the behavior to me. It
appears to me from looking at what happened that files attached to a ticket
are reassigned to the new ticket created when the ticket is reassigned.

Note that the URL for the attached files is a standalone URL not associated
with any ticket. The URL of the attachment in the original email is still
valid.

There appears to be a database field associating it with a ticket that is
moved to the new ticket when the old one is reassigned. Plus since both the
original ticket and the new ticket reference each other then everything is
chained together.

I can also imagine that the database object associated with the attached file
may only have one integer to hold the parent database object id and then it
would not be possible to have multiple tickets pointing to the attachment.
