Follow-up Comment #1:
GTK support for OpenVG is incomplete, so of course it won't work unless
somebody finishes it. Which distro are you running on your PI ? Most distros
don't have an OpenVG library that works in the framebuffer, just under
libMesa. The current OpenVG support has only been tested on a Babbage board
running Ltib, or an Android device. I don't have a PI, so can't test there.
