[Gm2] new gm2 package for debian stretch on x86_64

I've built gm2 on the gcc-5.4.0 branch as a debian package and this can
be obtained from:

deb http://floppsie.comp.glam.ac.uk/debian/ stretch main
deb-src http://floppsie.comp.glam.ac.uk/debian/ stretch main

the package number is 1.5.4 which tracks the latest gm2 on the gcc-5.4
branch.  I'll probably try building on the gcc-6.3 branch (the version
used by debian stable).  From perspective of integrating gm2 onto gcc -
the interfaces seem to be stabilizing - thus we should be able to have
multiple branches open and should be able to pass patches between them.
