Hi Dean,

I have not done much work with cygwin - but I would try the following:

  (*)  get vanilla gcc-4.7.4 building under cygwin.
  (*)  download the gm2-gcc-4.7.4 and build this for c,c++
       to double check.
  (*)  now enable c,c++,m2 and build.

hopefully the differences between these builds might indicate where the
problems lie.
