Another problem is that the game confuses radio buttons and checkboxes.
Radio buttons are controls where only one can be selected at once (e.g.
minimum required levels for a war flag). Checkboxes are controls where
zero or more can be selected at once (e.g. types of resource to clear
with a clearing flag). As the names suggest, radio buttons are
generally round, while checkboxes are generally square.
If memory serves, the general solution for mouse-over events is to
change the apparent indentation of a button on mouse-over, and make some
other mark on click. So generally, my recommendations would be:
There should be two types of button - gold circles (radio buttons) and
gold squares (checkboxes). For both types, the inside of the button
should ordinarily appear sunk in (like the menu buttons are now). On
mouse-over, the inside should change so as to appear flat or standing
out. On mouse-click, the button should be marked red (like in-game
buttons are now).
