[Ghm-discuss] GHM in Latin/South America

I've discussed this idea with some people earlier this year at
Libreplanet, and wanted to do this during FISL but then things didn't
work out in time.

I've been talking to some people at Latinoware[0] organization and it
seems we can get a room for at least half a day.

The Brazilian GNU contributors that I know of (Alexandre Oliva, Felipe
Sanches and SoC students) probably can't make it.

I hope some people from the area could attend. Worst case, there will be
me talking to potential new contributors - or we could also postpone to
the next major event (probably FISL).
