Dear GetFEM++ project

Hello. As you know, the support of python2 is end in January 1, 2020.
This site is package signing site which will end the support of the python2.

Support for numpy and scipy will also be discontinued. So that the
support is end, I think we should remove the support of python2 in
this project. How do you think?
If you agree with this. Please merge branch which I made for this.
Please let me know if you notice any other parts we need to change.
