Dear GetFEM++ project

Hello. I added a Houbolt method object which can use Houbolt time
integration algorithms in GetFEM++.
I coded it following the the Newmark-β method. I tested it at "
interface/tests/python/demo_wave_equation.py".
I checked that the solution of Newmark-β and Houbolt is equal when the
time step is small.
I also checked the construction of stiffness matrix locally.
Could you review it and merge it?
