ok, found it :)

WindowMaker advanced window-specific options allow for setting 'Do not bind 
keyboard shortcuts'.
Setting this for gcmd, ctrl+arrows will be catched by gcmd not by wmaker.

Since many years, there are so many tricky options in wmaker, and so many 
unique useful 
features - a pity Dan Pascu and Alfredo Kojima dropped development around 2005, 
for whatever
reason. (Maybe they work on Beryl now? ;)
