Maybe so.  It's very hard, at least for me, to digest over 1,000 pages, any
one of which can undermine what is said on any other.

But why, if you are right, is the enumeration of the symbols external to the
LISP package stated so early, i.e., on page 1-30, among the very first
concrete technical assertions in the ANSI standard? HyperSpec\Body\sec_1-9.html

I quote from that section of the standard:

   1.9 Symbols in the COMMON-LISP Package

   The figures on the next twelve pages contain a complete enumeration of the
   978 external symbols in the COMMON-LISP package.


That section is about the COMMON-LISP package, not the LISP package.
These are not required to be the same package!   See the issue
