Log message:
        Minor change:  have makefile tell user when  pargcl  is built.
        
        Currently, pargcl is built only after there is a working gcl.
        Probably, I will add dependencies on rest of gcl to pargcl_all target,
        and then add pargcl_all to default "all" target.  But I want to test 
first,
        before doing that last step.
