FreeType 2.13.1 Release & CVE 2023-2004 Fix

Dear FreeType team,

I'm using FreeType 2.13.0 and I found a MS Visual Studio linking issue that is 
fixed by this commit:

I'm also concerned about the reported vulnerability CVE 2023-2004.

When will 2.13.1, which fixes this, be released?
