[ft] Rotation of small size font

Hi,
 I am facing one problem with rotation. The size of char is 2 points then
FT_Glyph_Transform( Glyphs, &Matrix, 0) return non zero value and I am not
getting rotated image. But this is working fine with 3 points char size.
This is depend on ttf file or Freetype won´t support rotation for very small
character size?
I am using Freetype 2.1.7 and MsMincho.ttc.
