There is one lately. The PfaEdit claims to be able to create/edit
postscript, truetype, opentype, bitmap fonts. And it is under active
developement. One man effort, though. Slow for large fonts (cjk) but
looks quite good.
It's at http://pfaedit.sourceforge.net/
PfaEdit -- A postscript font editor that lets you create your own
postscript, truetype, opentype and bitmap (bdf) fonts, or edit existing
ones. Also lets you convert one format to another.
