If you have a TTF encoded in Big5, use platform ID 3 together with
encoding ID 4.

If your TTF is encoded in Unicode (PID/EID pair 3/1), and you want to
access the font in Big 5, you must implement a mapping from your Big5
input codes to Unicode before accessing the font.
