We are correct.  This is a bug in Microsoft's TT specs -- it has been
verified with a lot of Big5 encoded fonts.  BTW, OpenType 1.2 abandons
`legacy encodings', i.e., only pid/eid pairs (3,0) and (3,1) are
valid.
