cmap subtables format indicator

Am I right to assume that for cmap tables version 1, the
format indicator for subtables are of Fixed data type if the integer
part of the Fixed number is larger than 6? For tables version 0, the
format indicator is always of type Uint16?
I wish to access the language field of the subtables in order
to choose before translating characters to glyphs but freetype does
not provide this information. I am thus bound to directly access the
table contents.
There is a difference between the m$ and apple specifications,
m$ states that the can be no duplicate platform/encoding tuples, but
this does not make sense (apple does not states this). A secondary
selection could be done on the language field present in all the
subtables, as it is the case for the name table, thus necessiting
duplicates tuples with different languages in reach related
subtables. Who is right?
