Just I've committed src/tools/chktrcmp.py to GIT.
Its help (chktrcmp.py --help) prints the usage,
and I updated docs/DEBUG and docs/release to mention
chktrcmp.py.

BTW, docs/release still describes how to release
with CVS repository of Savannah. Although it is
not for common users (so there's no urgent request),
it should be revised for GIT repository of Savannah,
in future.

About README.CVS, I think renaming to README.GIT
is sufficient. In the description, the keyword
"CVS" appears only once.
