lzw creation seems OK now in the CVS

in the current vms_make.com, if vmslib.dat is not present, a dummy vmslib.dat
is created and the procedure stops. I supplied one with the locations of
the libraries on the "standard" location. In principle we can change the
procedure that it test some locations and create a good one. I'll come back
to this.

I had to change in vms_make.com :
   -the compile options
   -change to uppercase one occurance of "DATA" and one of "PROCEDURE"
    somewhere at the end of the file.

All the other changes were OK. I updated the patch file on my web-page.
