The Adobe PDF Library has been ported to the AS/400:

and lemme tell you it was not fun. I have the scars to prove it. But you
might have more fun with FreeType since it's smaller and was clean-room
engineered. I might be able to help with AS/400 stuff but I'd probably need
to be able to convince mgmt that your client isn't a competitor. Send me a
private email if you'd like to pursue this.
